International Calling Phone Cards

Best international calling card/phone plan to South America?

So far I’ve been ripped off by Phone Card Smile and a few others that tell me I can call Ecuador for $.10/minute, but then what it turns out to be is… NOT! So, does anyone know of any reliable, fairly inexpensive calling cards or phone plans for calling Ecuador from the U.S.?
